Statement on the 10th Anniversary of the Founding of Restoration Council of the Shan State

1. The Constitution which was written by State Peace and Development Council (SPDC) in 2008 is not recognized and endorsed by Restoration Council of the Shan State (RCSS) because it does not coincide with the desires of the Shan State people. Thus the planned 2010 elections based on the 2008 constitution is also not supported and accepted by RCSS.

2. The newly set up parties to contest in the 2010 elections are also not accepted and endorsed by RCSS.

3. The Shan State people who are members of Union Solidarity and Development Association (USDA) which is transformed into a new political party, Union Solidarity and Development Party (USDP), and National Unity Party (NUP), are not accepted and supported by RCSS.

4. RCSS only accepts the result of the 1990 elections.

5. The ceasefire groups tried to solve the political problems through political means. This was ignored by the SPDC and they are now forcing these ceasefire groups to transform into Home Guard Force (HGF) or Border Guard Force (BGF). RCSS opposes the way of doing this by SPDC.

6. RCSS respects the Thai monarchy and wishes unity among the Thai communities. RCSS will not interfere in Thai political crisis.

7. RCSS stands firm on the national path to struggle for the birthrights of Shan State people.

8. RCSS opens the door to every group for the sake of unity through negotiations to work towards national freedom.

9. RCSS appeals human rights organizations of ASEAN and the UN to come and make a thorough investigation on the human rights abuses committed by SPDC in both Shan State and the Union of Burma.
