1. An alliance meeting between the top leaders of the Arakan Army (AA), Myanmar National Democratic Alliance Army (MNDAA), and Palaung State Liberation Front (PSLF/TNLA) was successfully held in a liberated area from September 9 to 10, 2015. Political and military issues were discussed, and some important decisions were made.
2. We urge the Government of Burma to ensure that the upcoming 2015 general elections will be free and fair. It is our desire that any government formed after the elections will seek to solve political and military issues with ethnic minorities in accordance with the Panglong promises.
3. We, the three allies, recognized the rights to equality and self-determination between us and agreed on more political and military cooperation.
4. We believe that the Nationwide Ceasefire Agreement (NCA) is an important agreement to establish genuine peace. We will stand firm with the decisions made at Laiza and Lawkheelar summits that all Ethnic Armed Organizations should participate in the signing of the NCA at the same time.
5. The MNDAA has declared a unilateral ceasefire, while the PSLF/TNLA has announced to reduce its military activities. The MNDAA, PSLF/TNLA, and AA have also reached out to the government to negotiate ceasefires. However, the government continues to launch heavy military offensives in ethnic minority areas that hinder and undermine the peace process in Burma. Therefore, the Top Leaders Alliance Meeting strongly denounces such actions by the government.
