Update on Burma Army Activity in Kachin State and Northern Shan State

Clashes between the Burma Army and ethnic resistance groups continue, despite ongoing peace talks and the presence of United Nations humanitarian aid workers in Kachin State.  Burma Army activity in Kachin State and northern Shan State shows frequent troop movements and increasing use of reconnaissance aircraft.  There are claims that civilians are being conscripted into Burma militia training; Burma Army troops make a regular practice of establishing checkpoints to monitor civilian movements, especially along rivers, railroads and bridges and the Burma Army frequently pressures civilians into paying bribes at these check points. AAPP (B) Submission to the UN General Assembly

AAPP has submitted a report to the 65th UN General Assembly reminding the Burmese Government of its commitment to signing on to the UN Convention Against Torture (UNCAT). The report references a statement by Deputy Minister of Foreign Affairs Thant Kyaw, who earlier this year announced that Burma would indeed be signing the covenant in September of 2014. However, no such action was taken last month. The situation in Rakhine State contains a toxic mixture of historical centre-periphery tensions, serious intercommunal and inter-religious conflict with minority Muslim communities, and extreme poverty and under-development. This led to major violence in 2012 and further sporadic outbreaks since then. The political temperature is high, and likely to increase as Myanmar moves closer to national elections at the end of 2015. It represents a significant threat to the overall success of the transition, and has severely damaged the reputation of the government when it most needs international support and investment. Any policy approach must start from the recognition that there will be no easy fixes or quick solutions. The problems faced by Rakhine State are rooted in decades of armed violence, authoritarian rule and state-society conflict.
